Ex-KDF Officer Patrick Osoi and Former Police Officers Arraigned Over Formation of Anti-Brutality Movement ‘FBI’

Three individuals including a former Kenya Defence Forces (KDF) Special Forces officer and two former police officers were arraigned on Wednesday, July 30, at the Kahawa Law Courts over allegations of forming an unauthorised movement aimed at resisting police brutality and defying unlawful security commands.

The lead figure in the case, Patrick Nyambaka Osoi, is a former KDF officer who also claims to be a United States Army veteran and a former officer of Kenya’s National Intelligence Service (NIS). Osoi, together with Jackson Kuria Kimani (popularly known as Cop Shakur) and Kimathi Hiram, is accused of forming a group identified as FBI – Fighting Brutality and Impunity.

The group’s slogan is:
“We fight impunity; we fight brutality.”

According to court documents filed by the Directorate of Criminal Investigations (DCI), the trio sought to recruit current and former officers to join their cause, which they described as a movement to challenge unlawful orders within the country’s security institutions.

Osoi gained public attention after publishing a viral post on X (formerly Twitter), in which he announced the launch of the FBI movement and his intention to vie for the Presidency of Kenya in the 2027 General Election. The post amassed significant online engagement – over 260,000 views, 900 retweets, and nearly 4,000 likes – prompting concerns from national security agencies.

The DCI warned that such widespread reach, combined with the nature of the messaging, could potentially incite public unrest or be exploited by hostile actors to coordinate unlawful activity.

Arrest and Investigation

Osoi and his co-accused were arrested on Tuesday, July 29. Investigators say that following the arrest, Osoi led officers to several unoccupied residences believed to be Airbnb rentals across Nairobi. Authorities suspect he may be concealing a primary residence that could contain evidence, particularly related to the alleged illegal possession of firearms and ammunition.

In response, the DCI sought and was granted a warrant to search his premises, as well as a 14-day custodial detention order to allow time for ongoing investigations. Osoi is currently being held at Muthaiga Police Station.

Charges Expected

According to the notice of motion filed in court, Osoi is expected to face the following charges:

  • Preparation to commit a felony
  • Possession of a firearm without a certificate
  • Possession of ammunition without lawful authority
  • Recruitment and facilitation of terrorism-related activity, under the Prevention of Terrorism Act, 2012

The prosecution emphasized that the custodial order was not punitive, but necessary to ensure a thorough investigation into what they described as a serious offence with significant implications for national security.

Public Response and Outlook

The emergence of the FBI movement has stirred public debate. While some Kenyans have expressed support for the trio’s stated goal of defending victims of police excesses, others – including security analysts – have warned against the dangers of unauthorised armed mobilisation.

The case is scheduled for mention on August 14, 2025, as investigations continue.
